Ras Tanura Dive Club has a limited number of BCD’s and regulator sets and tanks which can loaned to certified members for a small fee.  If you have your own tanks they can be filled at no charge to members as long as they have had a visual inspection and are within their hydrostatic date.  The club has members who have been trained to perform visual inspections and the club can arrange for hydrostatic testing to be done in Dammam.
